I don't have a Miqraos G'dolos w/ peirush Sifsei Chachamim with me in the
office, but I do know that RaShY both on 5-1:5 (which doesn't have the
word "heiteiv") and on 5-27:8 (which does) brings a "b'shiv'im lashon"
comment, so at least according to RaShY it would seem that the
[non-g'matriyah-based] connection to 70 comes from the "other word" in the
phrase "baeir heiteiv." As for a g'matriyah which is the sum of partial
sums, no, I never heard of such a method before! and, b'li neder, I'll
check the comment noted by RMH as soon as I can (thanks for the ref.,
RMH).
