[Mesorah] Chana question

So, I looked at the reconstructed Keter as per Cohen and, lo
and behold:

in 28;2 there is only one meteg. It is in nichochi.  No
meteg in v'amarta and b'moado.

in 17:2 there is no meteg.  That is, not in Aharon.


Meteg rules?  I am reminded of the words of Ohr Torah that
those Ashkenazim have added ga'yot without an end where none
were before. Myriads!  I don't have the strength to remove
them all.  They call it meteg. I call it meteg lachamor!

Cohen says the Keter didn't have the ones we are talking
about.

Is there a rule? Can there be a rule??

This reminds me of the question asked of me be a guest in
our shul. He obviously didn't know me.  The question:  Do
you always skip tahanun in mincha?  My reply:  No. We do not
skip tachanun in mincha.  We skip it in shacharit! In mincha
there is no tachanun!  Doesn't what applies for tachanun
apply also for korbanot?
