up" the Sefer Torah, burning incense in front of the
Torah, and completing the reading of the Torah in Galus on Simchas

What I am referring to when I mean the celebration of Simchas
Torah, and I admit that I was not so clear before, is the
completion of the Torah yearly. This was not done in EY and was
done in Galus. So my question is, "Why wasn't the triennial
cycle reestablished in EY when the Jews returned to EY?"
