There are 2 separate questions here: <div><br></div><div>1) How do we view halacha with regards to changes in understandings of the metzius or principles involved, once "rules" have been established? Is there any difference how long ago the rules were established? Do the different types of sevaros have different "rules" as to when they may change? </div>
