According to Rabbi Muskin in LA quoting RMF, it is done at Mincha and *not* just stam anytime in the afternoon b/c it would be otherwise assur to take the sefer Torah out. Once it's already out for mincha, however, to add a little extra reading to be motzi those who missed it is allowed.<br>
