The novi understands that which Hashem wishes him to understand and relates that which hashem tells him to relate, not just based on the novi's assumption of what is for publication. Part of my reasoning is that it would be hard to be mechayav the novi for kovesh nevuoso when he is the determinant (on his own) of what is for publication, as opposed to there being a tsivui (part of the nevuoh) to the novi as to what exactly to publish.</font></div>
