this was one entire nevuah that Bilom misunderstood several times - not so
- each was a separate nevuah which he did understand and wished to circumvent.
I would speculate that perhaps this was Hashem playing cat and mouse with
the rasha Bilom and was a psychological onesh to him. Bilom got the message
