<br>I found that page by googling for "Ovadia Yosef Mif`al Hapayis", since I remember ROY's psak from some years ago that buying lottery tickets is asur. The page mentions the psak without a reference, and I couldn't find one elsewhere (<a href="http://www.torahmitzion.org/pub/parsha/tazria-heb.doc" target="_blank">http://www.torahmitzion.org/pub/parsha/tazria-heb.doc</a> gives Yabia` Omer 6, HM 7, but my copy only has 6 teshuvot in HM, so I'm not sure if there is a later edition or there is a typo in the reference).<br>
