B'Av would be similar to why an aveil doesn't say "tiskabel." Also, as we don't
greet one another, neither do we show affection. Kissing the tzitzis is a
way of showing affection. Since we are collective aveilim,we are in
no frame of mind to be kissing — even tzitzis.</FONT></DIV>
