But in fact, even as far as Shabbos prohibitions are concerned, there are exceptions to the rule of ein sh'vus bamikdash. See Tosafos in Shabbos 123b, s.v. "Lo," in explanation of the mishna in M'nachos 96a that arranging and removing the kanim for the lechem hapanim on the shulchan were prohibited on Shabbos. EMT
