Granted, there is no action or object here (comparable to peyos or the esrog box), but chibuv is an *attitude*, a *feeling* which goes above and beyond the mere "shev v'al taaseh" passiveness of avoiding the action whichj the lav forbids. And R Elazar ben Azarya clearly went out of his way to have such an attitude. (BTW, it took me a long time to find that quote, because I thought it was Rabbi Akiva's saying.
