There was a point in history when "lo BDU Pesach" did not yet apply, and I was told that this was because although Lo ADU Rosh was already in force, the lengths of the months were still variable. Evidence for this can be seen in non-Jewish religious writings, according to which a certain false Moshiach was executed on a Friday which was also the first day of Pesach. Akiva Miller
