[Avodah] shul building?

I recently heard a rabbi quote another rabbi as understanding the following
as supporting spending large sums of money on shul buildings in chutz
laaretz:



תלמוד בבלי מסכת מגילה דף כט עמוד א

תניא, רבי אלעזר הקפר אומר: עתידין בתי כנסיות ובתי מדרשות שבבבל שיקבעו בארץ
ישראל…



It is taught in a baraita: Rabbi Elazar HaKappar says: In the future, the
synagogues and the study halls in Babylonia will be transported and
reestablished in Eretz Yisrael.



I wonder how one would reconcile this approach with this gemara:



תלמוד ירושלמי מסכת פאה פרק ח הלכה ח

ר’ חמא בר חנינא ור’ הושעיא הוון מטיילו באילין כנישתא דלוד…



Jerusalem Talmud, Peah 8:



דֵּלֹמָא רִבִּי חָמָא בַּר חֲנִינָא וְרִבִּי הוֹשַׁעְיָה הֲווֹן מְטַיְילִן
בְּאִילֵּין כְּנִישְׁתָּא דְּלוֹד. אָמַר רִבִּי חָמָא בַּר חֲנִינָא
לְרִבִּי הוֹשַׁעְיָה כַּמָּה מָמוֹן שִׁיקְעוּ אֲבוֹתַי כָּאן. אָמַר לֵיהּ
כַּמָּה נְפָשׁוֹת שִׁיקְּעוּ אֲבוֹתֶיךָ כָּאן. לַא הֲוָה אִית בְּנֵי נַשׁ
דְּלָעִיִין בְּאוֹרָיְתָא.

Clarification. Rebbi Ḥama bar Ḥanina and Rebbi Hoshaiah were strolling
through the synagogue of Lod. Rebbi Ḥama bar Ḥanina said to Rebbi Hoshaiah:
How much money did my forefathers invest here! He answered him: How many
souls did your forefathers invest here, there is no one in here who studies
Torah!
