I have not noticed any consistent community-wide practice. Some people put
their tallis and tefillin on before selichos, but most wait until beginning
shacharis. I presume that the reason is because that is when we put them on
all year.
I suppose that if one dons them prior to selichos, then one gains the
zechus of fulfilling the mitzvah d'Oraisa for a longer time, but whenever
one wears tefillin for extra time, he runs the risk of doing so with a guf
she'eino naki. Mishne Berura 37:7 does sanction wearing for a longer time
for "anshei maaseh", but I never felt it worth the risk.
Another reason to put them on before selichos is because some minyanim go
straight from selichos to shacharis with no time in between. My shul used
to be like that, but in recent years has allowed a couple of minutes for us
to put them on.
