I believe the Q revolves around whether the Safek is caused by a TaAruvos,
in which case we employ Rov.

When the hapless chap can no longer recall if he bought these bangers for
Fido the dog from Chris, or from Chaim for the family, this confusion is
not prompted by there being a TaAruvos of the kosher and non kosher butcher
shops. That's KaVua
