Yes, it is definitely a maamar chazal, found in several places, e.g. 
Yevamos 34a, Brereshis Raba 45, Yalkut Shimoni Bereshis 16:4.

Exceptions include Hagar, Lot's daughters, Tamar, *perhaps* Leah,
