A correction to my original email.  I wrote:

Actually R' Rothstein does indeed mention it - just does not give the
source, so that portion of my statement is not correct.  This should rather
read - As R' Rothstein mentions, someone who is in nidui cannot be counted
towards a minyan (inter alia, Shulchan Aruch Orech Chaim siman 55 si'if 12)
