HaRav Elazar Meir Teitz Shlita is of course correct in his post. Indeed many Poskim note that the minhag is to recite slichos even if one does not fast see for example. Shut. Levushei Mordechai Tinyana 41, Shut. Rav Eliyahu Gutmacher 50 as well as the Pri Megadim 566:1 in MZ.
