[Avodah] Status of katan

The minchat chinuch in mitzvah 17 [subsection 14] makes the following comment (my free translation), "it appears in truth that a minor is subject to commandments, just that it's not applicable to say that the Torah warns him, since he is not a being of wisdom (bar daat) but in truth he is bound to mitzvot." Any earlier articulation of this concept?
