Yes, nezirus is a kind of neder. RSRH would say that they're connected
roots -- /nzr/ vs /ndr/, given that both /z/ and /d/ are articulated
with the teeth.

See Nazir 62a for a discussion of hataras nedarim of nezirus. It's
done.
