[Avodah] reciting a shehechiyanu when performing a mitzvah for the first time

according to those that say you do NOT recite a shehechiyanu when performing
a mitzvah for the first time (ie bar mitzvah),

why is it different than all the places where we DO recite a shehechiyanu
when performing a mitzvah not done in a long time?

(ie lulav, shofar, megila, etc)
