See the Radaq on the pasuq your quote draws from (Tehillim 136:25) or
was the precursor of. (Depending on how much of that berakhah is the
text of Moshe's original.) Hashem created a world in which food exists for
every creature. Not one in which there were no suffering.

As I understand him: benching is saying that when you see starving
children, blame people for not doing more. G-d did his part. It's
our job to bring it to perfection.
