[Avodah] R. Chaim Volozhiner and Putting on Rabbeinu Tam Tefillin

IIRC, In the Gra's siddur, it says that he didn't put on Rabbeinu Tam 
teffilin. Since there are other shittot besides RT, nothing was gained.
