[Avodah] The Rosh ruled that a rav was a zaken mamre

Would finding him chayav translate into the applicability of the onesh?
Doesn't a zaqein mamre need hasra'ah, a beis din hagadol meeting on har
habayis, etc... like other dinei nefashos?
