[Avodah] Kel Erech Apaim/Kel Melech

Does anyone have an explanation as to why we start with Kel Erech Apaim and go to Kel Melech?  If so, can you also explain why, for Yom Kippur Katan, the order is reversed:  all Kel Melech, and then one Kel Erech Apaim at the end.

Second question:  why do we ask "Avinu Malkenu Pesach shaarei shamayim lisfilasenu" AFTER Avinu Malkenu Shema kolenu?
