I'm missing how you found evidence of Rav v. Shemuel rules being hard and fast algorithmic rules rather than a factor to consider that might in some cases be overridden.

Simply based on the language of the Rosh and chavot Yair who gave those reasons for why we hold like rav in issurin and shmuel in mamonot. It didn't sound to me like they were saying it was "a" factor but rather "the" factor - but of course they could be read that it was a very strong yet rebuttable presumption I suppose.
