No, dochan (or orez) is millet.  Throughout mishnayot, kitniyot means
a large family of plants, including "ful, she'u'it, sapir, afunin,
purkedan, karshinin, and others that are like them from the class of
seed-plants" (PHM Kil'ayim 2:2)
