The second part VIZ.:

"One may not count Conservative or Reform Jews towards a minyan."
is AIUI an extension enforcing the first part


or I might have chosen to phrase it thusly

Then you might have to come up with a new Term for just such a policy :-)
And then you might find MORE AND MORE of them :-)
