Note that according to page 9 of this article RSRH was one of those 
who paskened that Muscovy duck is not kosher.

I am willing to bet good money that they never read the article at 
http://www.kashrut.com/articles/ThreeBirds/  How could they? They 
most probably do not have access to the Internet.
