Question: how come most qehilos routinely collect tzedaqah during
hazaras hasha"tz?

Several Issues
    1 it's after Tefilas 18
    2 It potentially is m'vateil hearing hazaras hasha"tz
    3 Al pi qabbalah it should be given at "v'ho'osher" ...
