Whether truthfully or not, a certain person was quoted as saying:
> Without a license, one doesn't know how to drive.
R' Zev Sero commented:

You're confusing falsehood with rhetoric. What the person meant was, "Without a license, one hasn't proven that he knows how to drive."
Very similar idea, but expressed more forcefully. We have this kind of rhetoric all the time. I don't like such exaggerations, but with practice I've tried to learn how to translate it.
