I don't remember where I got this, but I've always understood it as shorthand for "yesh taamim l..", "there are reasons to..." To shorten it even further, "One ought to..."

It is used as advice, as a recommendation. It is a much *less* emphatic phrase than a simple present tense verb (O"C 51:1 omrim Baruch She'amar) or future tense verb (O"C 1:1 yisgaber ka'ari) which means "This *is* what we do."
