 And, when one is a shaliach tzibbur how do you negotiate these two competing halachic imperatives, particularly if you have a chiyuv to function as a shaliach tzibbur?

AIUI per R'HS - the amud belongs to the tzibbur, if 51% don't like the way (e.g. speed) you daven, find another tzibbur or don't take the amud.
