My guess is that the mere presence of such items, without some sort of motivation to build something, would not be a problem. But I don't know.

I have never heard that this is not lifnei iver. I *have* heard that the influence on him, and the possibility of his developing a better relationship with Hashem, might override the prohibition. But not that the prohibition is absent.
