It was B'Y's fault that Moshe lost his temper.  If they hadn't provoked him he never would have hit the rock.
hb:  neither answer imo answers the question as to why Hashem Explicitly blames moshe and then in devarim, moshe blames bnei yisrael. How can there be two different blamees for the same episode, in the same text (chumash) that we hold was written with Hashem's Guidance???.....HB
