[Avodah] baruch sheamar -from shamayim? but not torah????

hb: why the concept of "torah lav be'shamayhim hi", but not for a tefilah like baruch sheamar???? A similar question might be asked of "unetana sokef" and it's source,......anyone with mekoros prior to SA and Mishna Berura as to the parchment falling, please provide......hb
