Perhaps it didn't need to be a revelation.

Compare their words to "aval anachnu chatanu", the vidui given in Hil'
Teshuvah 2:8. The Lechem Mishnah notes that the gemara in Yuma 87b
defines this as the essence of vidui, and Shemu'el only stood for
those three words.

Perhaps the whole point was the process of vidui.
