That's not Mashma from the Medrash.  And the Medrash adds an opinion that
Tashmish HaMittah will be Assur L'Asid Lavo, Ayen Sham.

(Regarding the Korban Todah - I guess Rav Kook understood that to mean the
Lachmei Todah.)
