That too is a minhag to make a berakhah, not a berakhah on a minhag.
Those berakhos are *on* yayin and qedushas Shabbos.

There are cases where Ashkenazim make a berakhah on a minhag (e.g. lighting
neir chanukah in shul), but this isn't one of them.
