The question was asked: ... and I wonder why they choose the 14th by day, rather than the eve of the 15th.

It would seem that since the Pesach offering was brought on the 14th of Nissan and eaten on the eve of the 15th, Pesach Sheni would be observed from the inception of the mitzvah which was the 14th of Nissan. Also, remember that Pesach Sheni is just one day, therefore, it would be more logical to observe it from the start of the original mitzvah, even if they are considered two separate mitzvoth, since they relate to the same theme.
