The second volume of (the original Hebrew version of) Shmirat Shabbat K'hilchata has an entire 15-page chapter (chapter 46) on the halachos of Kabbalas Shabbos, with particular attention to communities that start early. As your post anticipates, there are so many variables involved that it cannot be summarized here.

I recommend the SSK even for those who prefer not to follow it for psak, because he goes into such great detail, and an average page has much more in the Mareh Mekomos than in the text, making it very useful for additional research.
