The Gemarah is not talking about going mixed swimming in a social context. It is clearly talking about a woman who acts in a promiscuous way so as to attract the attention of other men for purposes of committing adultry.The 'swimming in the case of the Gemarah is talking about a woman who goes to bathe in a men's bath house while they are there.
