Sorry, but the BhT is writing about *Yissachar*, not Z'vulun.
(Additionally, I wouldn't describe "shehayah maspiq lahem" as providing a
stipend but rather as providing for their overall needs, more like housing
& feeding Yeshiva "apprentices" than paying a salary.)
