I am being told that the local minhog (Basel, Yekki) used to be (until
about 20-30 yrs ago) that at least on Rosh 'Hodesh, perhaps even for all
hallelim, the public would be yotze with the shatz's blessing.

We generally seem to assume that the "stam" daat of the shatz is
whatever chazal/minhag want it to be. I've never really understood this.
