[Avodah] tachanun at Bris

In my shul in EY we do say Tachanun in Mincha in such a case.
We only omit it in Shacharit for all the minyanim in the shul even those
that have nothing to do with the brit

IIRC from R' Sperber's minhagei Yisrael the original minhag was the
whole town didn't say tachanun.
