Aren't there always? :-)

Everywhere I've davened in Yerushalayim this seems to be the accepted
minhag. Both in charedi and "regular" minyonim.

Most of us Yerushalmim seem to use the Rosh Yeshiva - RSZA's -
definition; the municipal boundaries.
