[] Not all human decisions involve free will to the same extent. Rav Dessler gradiates decisions based on their distance from the bechirah point. (See this post.) Consciousness is more involved the closer a decision is to the battle-front between ones desires. One person might have to consciously choose not to cheat a cashier at a restaurant. For others, the idea would never cross their minds  the decision is unconscious. []
