I think you may be confusing two things.

I would presume that when his learning led him to conclude the practical halacha to be this or that, he surely followed that in his personal practice, and I'd be surprised to learn otherwise.

But on the other hand, he could very well have been reticent to pasken FOR OTHERS, directing people to the dayan of Volozhin for practical questions.
