I propose a simple read:
Read it as if it said
"[AL] elu ovrin" referring to being over bal yei'ra'eh.
(NB: one need not change the girsa, just the havvanah).
Q: Am I mechavein to anyone else on this?
It just seems too simple to not have been said already>>
