This is one case where the question provides the answer - there is no such 
thing as a rich taxi driver.

Especially in Israel.

As to poor taxi drivers - just ask any taxi company rep. about how many taxi 
drivers take on more than one shift a day to make ends meet.
Actually, you can get in a cab and ask the driver about his finances...

So the issue isn't finding a poor taxi driver. He can do that by calling any 
taxi stand and asking for a Jewish driver.
